The story

In 2009 we contacted various Congressional offices looking for projects that we could undertake to help the institution work better. It became clear that constituent communication was one area where Congress could use some help.

As the Congressional Management Foundation’s 2008 report “Communicating with Congress Recommendations for Improving Constituent Communications” illustrated comprehensively, since the advent of email, constituent communication had increased exponentially while office staff had not; there was more grass roots advocacy and not necessarily better service or constituent understanding. Generally, office staff viewed congressional correspondence as a “problem” and public understanding/support of congress was at record lows.
